Phillip R. Marchesiello concentrates on domestic and international communications matters related to broadcast, telecommunications, multichannel video programming distribution (MVPD), satellite, wireless and advanced technology companies, including issues related to licensing, rulemakings, regulatory compliance, acquisitions and commercial transactions. Mr. Marchesiello has broad experience representing communications companies before the FCC, state public utility commissions, the NTIA, various foreign telecommunications agencies, the ITU, and the legislative and executive branches of the federal government. In the media field, he represents broadcast, cable and MVPD companies and programming providers. In the wireline telecommunications industry, he represents common carriers (including CLECs, IXCs and international carriers), domestic and international private carriers and information service providers, such as ISPs and broadband companies. He also represents wireless companies, such as MVNOs and regional PCS and cellular licensees, and fixed and mobile satellite companies with respect to satellite and earth station issues. Further, Mr. Marchesiello represents participants in the financial industry, including investment banks and hedge and private equity funds, with respect to their investment in, and financing of, communications enterprises. Mr. Marchesiello helps clients comply with FCC licensing, filing and operational requirements and also assists clients with the FCC’s regulatory approval process applicable to communications acquisitions, including foreign and multiple ownership issues and market competition evaluations. In addition, he represents clients during FCC investigations and enforcement actions. He has coordinated domestic and international telecommunications due diligence and merger review efforts involving dozens of state public utility commissions and multiple foreign local counsel, respectively. Further, he helps clients influence the evolving legal framework applicable to the media and telecommunications industries, before both regulatory agencies and the legislative and executive branches. Mr. Marchesiello regularly advises the financial community regarding FCC, state and international regulation of the communications industry and FCC and DOJ/FTC review of major communications mergers. He also represents clients with a variety of telecommunications and technology-related commercial arrangements, as well as with telemarketing and privacy compliance issues. Mr. Marchesiello received his B.A. cum laude in economics from St. Mary's College of Maryland in 1994 and his J.D. magna cum laude in 1997 from the Georgetown University Law Center, where he was awarded the Order of the Coif. He is a member of the Virginia, Maryland and District of Columbia Bars and an active member of the Federal Communications Bar Association.
