Cecil Swamidoss is a Vice President at Dutko Worldwide. Cecil joined Dutko in August of 2008 following a nine and a half year career on Capitol Hill. Prior to joining Dutko Cecil served as Senior Counsel to Senate Special Committee on Aging Chairman, Herb Kohl. Cecil oversaw investigations, while playing an integral role in developing policies to address the findings of the Committee’s oversight and investigative projects. Initiatives and policies he worked on included oversight of the Medicare Part D Benefit, the marketing and sales of Medicare Advantage plans and quality of care issues in our nation’s long term care facilities. Further, he was instrumental in the development of the Physician Payment Sunshine Act, the Patient Safety and Abuse Prevention Act and the Senior Investor Protection Act. Cecil also played a vital role in the day to day operations of the Committee’s majority staff. Prior to his work for Chairman Kohl Cecil was Investigative Counsel on the Special Committee on Aging under Senator John Breaux. In this capacity he headed up investigations into a variety of health care related industries and oversight of government agencies falling within the Committee’s jurisdiction. He was also involved in the development of health care, aging and retirement income policy- including the Elder Justice Act and the Medicare Modernization Act. Cecil began his Hill career working for Senator Chuck Grassley on his Special Committee on Aging staff and followed Senator Grassley to the Committee on Finance when he took over chairmanship of that panel. During his time on the Grassley staff, Cecil worked on a myriad of oversight and investigative projects. Cecil graduated with a Bachelor of Arts degree from the University of Michigan. He also holds an M.P.H. from the George Washington University and earned his J.D. from Case Western Reserve University School of Law.
