Frank A. Orban, III, of the law firm of deKieffer & Horgan, has been engaged in international law and business since 1968. He was appointed by the Reagan Administration to serve as one of the American negotiators in the U.S.-Soviet Nuclear Arms and Space Talks in Geneva. As a recognized expert on China, the former Soviet Union and the Balkans, he has lectured and written extensively and has been an advisor to the U.S. and foreign governments on various foreign trade, investment and development issues. A graduate of Harvard University and the University of Pennsylvania Law School, he is a member of the leadership of a number of professional and civic associations. He is married to Gillian Anne Orban of Sydney, Australia and has two children.
