Justin divides his practice between litigation and governmental affairs. He has a wealth of experience handling complex commercial litigation matters for major real estate, construction and health care companies. Justin is a seasoned trial and appellate attorney who has appeared in state and federal courts throughout the United States. Justin represents major corporate clients before state and local governmental agencies and authorities in regulatory, administrative and procurement matters. Justin has a successful record of defending clients before various investigatory bodies including the New York State Attorney General, Medicaid Inspector General, Manhattan District Attorney’s Office, New York State Joint Commission on Public Ethics and the United States Department of the Treasury. He is a former member of the Manhattan and Bronx Departmental Disciplinary Committee for attorney discipline and served for many years for the Appellate Division Second Department Character and Fitness Committee for newly admitted attorneys. Justin has a proven track record of representing state agencies and authorities in all types of litigated matters. He has represented the State Dormitory Authority, State Insurance Fund and currently serves as outside litigation counsel to the Hudson River-Black River Regulating District and to Commissioners of the State Board of Elections. Justin has also served as underwriter’s counsel in many transactions involving the issuance of state and municipal debt. A 1977 graduate of American University, Washington D.C. with a bachelor’s degree from the School of Public Affairs, he received his law degree in 1981 from the New York Law School and attended the New York University School of Law L.L.M. Program in trade regulation. Justin’s government service consists of 3 years as law secretary in Civil and Supreme Court, New York County and he is the former general counsel for the New York State Housing Finance Agency and the State of New York Mortgage Agency.
