THE DATA & TECHNOLOGY LANDSCAPE
When it comes to data and technology innovation, the
transformation. However, the current landscape is not poised to optimize the technology solutions available to it in large part because of data silos, fragmentation, and lack of standardization across key stakeholders in the talent marketplace.
In particular, there are three key challenges that need to be addressed:

The need to apply AI solutions to
improve how learning objectives, competencies, and skills are authored, translated, and distributed across stakeholders with fidelity.

The need to empower learners and the American worker with data to improve their agency and ability to manage and connect to opportunities in the talent marketplace.
We are at a pivotal point in the development of the next generation of technology and tools that will support employers, learners, educators, and credentialing organizations to manage and navigate opportunities in the talent marketplace. New and emerging technologies stand to disrupt and transform business models and processes in ways that can help or harm critical stakeholders. Now, more than ever, a space for key stakeholders to coordinate is needed to ensure that an equitable and ethical data ecosystem emerges that creates shared value and opportunity among all stakeholders in ways that advance opportunities for learners and the American worker.
LAUNCHING THE NETWORK
In early 2018, the U.S. Chamber of Commerce Foundation and Lumina Foundation launched the T3 Innovation Network to bring businesses, postsecondary institutions, technical standards organizations, and human resource professionals and their technology vendors together to explore emerging Web 3.0 technologies in an increasingly open and decentralized public-private data ecosystem.
The Network has since grown from a kickoff meeting of 60 individuals to a thriving network of over 150 organizations. In its first six months of existence, the T3 Innovation Network held ten webinars, produced a background paper, four work group reports, and identified 50 use cases resulting in ten pilot projects.
The T3 Network has become the go-to space to explore new and emerging technologies—such as Semantic Web, AI, machine learning, and distributed ledger technologies— and to advance recommendations for an open, shared data infrastructure for learners and workers alike.

GUIDING PRINCIPLES
PRINCIPLE #5
Utilize Open Competency Frameworks, Taxonomies, and Ontologies
Systems and applications utilize open competency resources that promote transparency and enable the application of SW and AI applications in improving the development and comparison of competencies in the talent marketplace.
PRINCIPLE #7
Facilitate Open Data Access in Public-Private Data Infrastructure
Enable users to make their information publicly available through multiple channels on the open Web, provide permissioned access to private information to conduct transactions, and provide greater access to de-identified individual level information that can be used to improve guidance and transparency in the talent marketplace while protecting privacy and ensuring security.
PRINCIPLE #6
Empower Individuals and Enable Self-Sovereign Identity and Data Management
Systems and applications should be designed to empower individuals in the talent marketplace. Systems and applications that contain personal information enable self- sovereign management by the individuals whose data is stored in those applications. Users establish digital identities and have access and control of their identity attributes and other public and private information about them.
PRINCIPLE #8
Promote Ethical Practices and Equity Considerations
Stakeholders should develop and promote ethical standards and codes of conduct in managing access and use of data in the talent marketplace, including equity considerations.
