Victoria Cram joined Ball Janik LLP as a government affairs expert in 1989, specializing in urban issues and tax lobbying. Before joining Ball Janik, she served for six years as the City of Portland, Oregon's lobbyist in Washington, D.C. At Ball Janik, she continues to represent the City of Portland before Congress and the federal agencies and has expanded her lobbying practice to include other cities in California, Oregon, Washington, and Nevada. In addition, she provides lobbying services on taxation issues as they relate to natural resources. From 1981 to 1983, Ms. Cram was an Assistant City Representative at the National Center for Municipal Development. From 1979 to 1981, she was the Assistant to the Executive Director of the Democratic Study Group in the U.S. House of Representatives. She has also served as a Staff Assistant to Congressman John Sieberling (D-OHIO), and as a Research Assistant to Clayton Fritchey, a syndicated columnist for The Washington Post. A graduate of St. Patrick's College (B.A., with Honors in English Literature/History, 1975), Ottawa, Ontario, Canada, Ms. Cram earned a Master's degree in English Literature at Carleton University in 1978.
