Stephen Díaz Gavin combines public policy skills and advocacy with traditional legal acumen and litigation experience to help a diverse range of clients, both international and domestic, in dealing with legal and policy issues facing them the United States. Mr. Gavin has been a leader for many years of a Patton Boggs team representing various foreign clients in U.S. litigation matters. He has also advised foreign private sector clients on matters before the U.S. Congress, the executive branch, and independent agencies. Over the years, he has also advised foreign governments and foreign government entities on issues involving various aspects of relations with the United States. In addition to work for his international clients, Mr. Gavin also advises domestic clients in the energy, communications, and technology fields on various legislative issues. He also directs administrative and civil litigation matters, including appellate cases, for clients in varied fields. In the communications sector, Mr. Gavin has advised broadcasters, cellular telephone operators, other wireless licensees, and equipment manufacturers on FCC regulatory matters, including license application, administrative litigation, and enforcement matters, as well as state regulatory proceedings. In addition, Mr. Gavin has served on several occasions as an expert witness on FCC practice and procedure. Mr. Gavin is fluent in Spanish. In addition, he reads and understands French and Portuguese. He is also a member of the Firm's Diversity Committee and its Pro Bono Committee.
