Keith Morrison is a Vice President at Van Scoyoc Associates, Inc. (VSA), concentrating mainly on appropriations work for a variety of higher education and other public and private institutions, with a particular focus on research and technology, community economic development, and international issues. He came to Van Scoyoc Associates in 1999 after serving in legislative affairs and policy positions for over a decade on Capitol Hill and in the Clinton administration. Prior to VSA, Morrison worked on economic sanctions reform and South Asia (India-Pakistan) regional diplomacy, and non-proliferation and arms control initiatives for the State Department. He served on Deputy Secretary Strobe Talbott's Core Group to engage with India and Pakistan on non-proliferation initiatives following their nuclear tests in 1998. Before this, he was Special Assistant for Policy to the Assistant Secretary for Economic Development, and then as Senior Advisor for Legislative Affairs in the Office of the Secretary at the Commerce Department. He managed the department's overall budget and appropriations legislative strategies. Morrison served as legislative director to Congressman Thomas M. Foglietta, Pennsylvania, from 1988 through 1993, managing the congressman's House committee agenda for Appropriations and Armed Services. Morrison developed and implemented a bipartisan, tristate strategy to recruit private sector businesses to the Philadelphia Naval Shipyard property. Morrison holds a bachelor's degree in communication studies from the University of California at Los Angeles and a master's in public administration from the Harvard University Kennedy School of Government.
