Prior to joining the firm, Mr. Planning served in senior governmental affairs positions with two public utility trade associations: the National Association of Water Companies, where he represented the nation's investor-owned water utility industry, and the American Water Works Association, where he represented more than 3,500 private and municipally-owned utilities. Earlier, Mr. Planning was a staff member of the House Appropriations Committee for U.S. Representative Frank Wolf (R-VA). In that position, he was responsible for all matters before the Treasury-Postal Subcommittee and was Representative Wolf's liaison with Members and groups having a wide range of interests before the full Committee. For three years prior to that time, he served as a top aide to U.S. Representative Stan Parris (R-VA). Mr. Planning received a Bachelor of Science degree from Xavier University and a Juris Doctorate from George Mason University. He is a member of the New Jersey Bar.
