Tom Davis was first elected to office in 1979, winning a hard-fought campaign to represent Mason District in Virginia on the Fairfax County Board of Supervisors. In 1994, Tom won a seat in the U.S. House of Representatives to represent the 11th Congressional District of Virginia.
