David Finnegan is providing policy, regulatory and legislative advice, interpretation, and strategy primarily on energy, environmental, climate change, automotive, and electric utility issues of the US Congress, Federal agencies and departments, the States, and international multilateral organizations within the United Nations system, including the development of complex legislation, appropriations, regulations, standards, guidelines, treaties and other international instruments. David joined Mayer Brown in Washington, DC in 1995, after 35 years in Government that included the Solicitor’s Office of the Department of the Interior and Counsel to three Committees of the US House of Representatives on Government Operations, Science and Technology, and Energy and Commerce.
