Constance Anne Pence

As a policy-oriented economist for over 20 years, Ms. Pence has tremendous experience advising sovereign and corporate clients, as well as coalitions in both domestic and international policy settings. Before joining Covington, she was the special advisor to the newly-created USG Millennium Challenge Corporation. Ms. Pence also served with the U.S. State Department for 16 years. For eight of those years she was the Department’s G8 Summit policy coordinator in the Office of the Under Secretary for Economic, Business and Agricultural Affairs. Ms. Pence worked closely with two administrations on a broad range of international economic and national security issues involving the White House and US interagency process, the G8, the UN and other international organizations, and developing and emerging economies. Ms. Pence has worked closely with a number of industry sectors including food and beverage, pharmaceutical, medical device, energy and environmental. REPRESENTATIVE MATTERS Provided strategic and analytic advice to a coalition of global alcohol industry companies with respect to the UN World Health Organization’s (WHO) approach to harmful alcohol use and complementary corporate social responsibility efforts. Advised a coalition of the world’s largest food companies with the strategic aim of improving impact of UN WHO (and OECD) discussions of non-communicable diseases and enhancing international understanding of industry efforts. Advised a major pharmaceutical company on its efforts to engage G8 governments, multilateral organizations and NGOs to ensure success of new $1.5 billion donor-funded program to accelerate access to vaccines in developing countries. Helped to form coalition of medical devices firms and provide strategic advice on engaging WHO on issues of IPR and public health. Represented a sovereign entity from the Middle East in enhancing US political and investment ties. Advised major firms on regulatory and policy issues in China, India, Iraq and Argentina. Provided private equity groups advice on EU policy developments.
