The Innovation and Measuring Progress Division (IMEP) works to support the Programme of the Centre for Educational Research and Innovation (CERI) and the Indicators of National Education Systems (INES). CERI’s operational objectives are to provide and promote international comparative research, innovation and key indicators; explore forward-looking and innovative approaches to education and learning; and facilitate bridges between educational research, innovation and policy development. We are looking for a new Head of IMEP Division to lead and manage the CERI Programme and the INES work. Main Responsibilities: Support the advancement of the Strategic Orientations of the Secretary-General, in particular as they relate to education and skills, and liaise as needed with the Office of the Secretary-General. Engage with the CERI Governing Board to develop an innovative, forward-looking work programme to support evidence-based policies and practices in education. Provide strategic guidance to the INES Working Party and the Education Policy Committee on the development of indicators within the framework of Indicators of National Education Systems. Contribute to the global impact of the OECD’s work on education and skills, including through increased engagement with key partners in the CERI programme and in INES. Contribute to flagship corporate initiatives and horizontal projects such as NAEC, Inclusive Growth, Going Digital, the Gender Initiative, and the OECD Action Plan for the Sustainable Development Goals, among others. Actively contribute to the development of Directorate strategies, policies, practices and management, and foster interdisciplinary collaboration within the Directorate. Plan, organise and supervise the work to deliver the outputs agreed by the CERI Governing Board to high standards of quality, relevance, timeliness and value for money. Manage financial resources including grants and voluntary contributions in line with the financial rules and regulations of the Organisation. Assist in providing support to the Sherpa team on targeted policy advice and on the Organisation’s contributions in the area of Education, including to the G20 and G7. Manage and support the CERI Governing Board’s sessions and provide relevant documentation. Ensure that the INES Working Party is able to oversee effectively the production, analysis and dissemination of Indicators of National Education Systems and Education. Represent the OECD and engage constructively with policymakers, officials, and stakeholders on indicators, educational research and innovation issues. Desired Skills and Experience: An advanced degree in social sciences, education, economics, public policy, or a similar discipline. 10+ years’ experience in educational policy-related research, analysis and management. Excellent knowledge of research methodologies (including quantitative research methodologies) and statistics’. Solid understanding of the international political, economic, social and scientific developments relevant to the work on education in OECD and Partner countries. Proven capacity to manage a multi-project work programme involving significant financial resources. Fluency in English or French and knowledge of the other. Contract Duration Two-year fixed term appointment, with the possibility of renewal.
