David C. Rich is the in-house lobbyist for the Greater New York Hospital Association, the state’s most powerful hospital and health system trade association. He joined GNYHA in 1993. He is responsible for all of GNYHA’s legislative advocacy, as well as public and member communications. No comparable in-house lobbyist gives as much as Mr. Rich, nor appears to earn as much: He made $1.7 million in total pay in 2017, according to the nonprofit organization’s most recent tax filings. Mr. Rich said that his political donations were personal and had no connection to his job. Prior to joining GNYHA, Mr. Rich was the Senior Federal Legislative Assistant for Health and Welfare for Governor Mario M. Cuomo in the New York State Office of Federal Affairs, where he advocated on behalf of the New York State government before Congress and the Executive Branch. Prior to that, he was a Senior Legislative Assistant to US Senator Daniel Patrick Moynihan, handling health, welfare, and education issues. Mr. Rich earned a BA from Columbia University.
