Lindsey Toohey focuses her practice as Health Policy Specialist in the firm’s Government Strategies and Life Sciences groups. Prior to joining Foley Hoag, Lindsey served as Senior Health Policy Advisor to U.S. Senator Kent Conrad, Chairman of the Senate Budget Committee and a senior member of the Senate Finance Committee. In her role, Lindsey advised him on a wide range of health policy issues, ranging from Medicare, Medicaid, comparative effectiveness, and Food and Drug Administration (FDA) regulations, to dialysis coverage, telemedicine and rural health. She has extensive experience working with the Centers for Medicare and Medicaid Services (CMS) on complex payment issues affecting nursing homes, pharmacies, hospitals, physicians, and ambulance personnel. Lindsey played an instrumental role in the creation of the Comparative Effectiveness Research Act of 2008 and drafted relevant sections enacted as part of the American Recovery and Reinvestment Act of 2009. She also served as lead staff for the Senate Steering Committee on Telehealth and Healthcare Informatics. Lindsey received the National Rural Health Association Legislative Award in 2007.
