Marty Bregman has broad experience in energy and public utility law, focusing his practice on representing public utilities, including entities regulated by the Kansas Corporation Commission (KCC), Missouri Public Service Commission (MPSC) and the Federal Energy Regulatory Commission (FERC), in legal matters related to electric generation, transmission and distribution, including rate matters, mergers and acquisitions and start-up of transmission companies and transmission siting. Prior to his return to private practice, Marty was executive director of law at Westar Energy, Inc., the largest electric public utility in the state of Kansas. During his 29-years at Westar, Marty served as lead counsel for all proceedings before the Company’s primary regulators, the KCC and FERC. Prior to Westar’s divestiture of its natural gas utility operations, Marty also represented Westar in pipeline matters at FERC and in regulatory proceedings at the KCC and MPSC related to Westar's natural gas distribution and intrastate pipeline operations.
