Jonathan Houlon

As Chief Deputy City Solicitor of the Child Welfare Unit, Jon is responsible for providing representation to the City of Philadelphia's Department of Human Services. The Child Welfare Unit represents the Department of Human Services (DHS). The unit consists of 35 attorneys who represent DHS in Family Court and before the Department of Public Welfare's Bureau of Hearings and Appeals. In addition, Child Welfare Unit attorneys provide counseling and advice to DHS regarding the complex array of statutes, regulations and policies that govern the child welfare system. Jon is a 1995 graduate of the University of Pennsylvania Law School. He has practiced with the City since 1996.
