Val DiGiorgio handles all legal aspects of financial services, including commercial lending and tax-exempt financing for 501(c)(3) entities, governmental units and other entities. He regularly advises banks and financial institution clients on state and federal regulatory issues, including consumer compliance and broader financial issues. He has served as bond counsel and has represented governmental issuers and authorities, letter of credit providers, as well as underwriters and borrowers in dozens of tax-exempt financings with an aggregate value in excess of $4.5 billion. These transactions often involve the resolution of significant federal tax and constitutional law issues, in particular, when the financing is for the benefit of elementary and secondary schools affiliated with, or sponsored by, religious institutions.
Val served two terms as the elected Controller of Chester County, Pennsylvania. He also serves as solicitor for Uwchlan Township Industrial Development Authority (IDA) in Chester County and was the former solicitor for the Bethlehem Revitalization and Improvement Authority in connection with its City Revitalization and Improvement Zone (CRIZ) tax increment funding loan program.
He also represents clients in an advisory capacity before state and local governments on a broad array of legislative, administrative and business development matters.
