Mr. Fleming served as the lead higher education policy staff member for the Senate Committee on Health, Education, Labor and Pensions before joining the team at Chartwell. He is an expert on student financial aid programs and worked extensively on issues related to accreditation, distance education, minority serving institutions, and international education. Prior to his experience on the Committee, Scott worked as a Research Assistant at the David M. Kennedy Center for International and Area Studies, focusing on international economic development, trade, and finance. He has also worked at the Administrative Offices of the U.S. Courts, developing education and training programs for court employees. Scott earned both an M.A. in International Relations and a B.A. in Political Science from Brigham Young University in Provo, Utah.
