Mr. Ellett serves as administrator of the firm's Aviation Group and is also a member of the Legislative Group. He joined Hogan & Hartson in 1978 and continued his practice with the firm until he joined the National Transportation Safety Board in 1982, where he served as Special Assistant to Member Donald D. Engen. In 1984, Mr. Ellett joined the Federal Aviation Administration as the Special Counsel to the Administrator. In that capacity, he advised the Administrator on virtually all legal and policy matters facing the agency. In 1984, he became the Chief Counsel of the Federal Aviation Administration. As Chief Counsel, he was responsible for the development of the agency's policies and positions on all significant legal matters. He rejoined Hogan & Hartson in 1988. Mr. Ellett has been a member of the Virginia Bar Association since 1980. He was the charter Chair of the Transportation Law Section, Chair of both the VBA and Young Lawyers Division Membership Committees, and a member of the VBA Young Lawyers Division Executive Committee. He was named a Fellow of the VBA Young Lawyers Section in 1988. Mr. Ellett has served on the VBA Executive Committee since 2000. He is also a member of the VBA Business Law and Transportation Law Sections. Mr. Ellett is a founding member of the National Transportation Safety Board Bar Association and is a past Chair of the Federal Bar Association's Transportation Section. His other professional affiliations include the American Bar Association, the International Bar Association, the Lawyer-Pilots Bar Association, and the D.C. Bar Association. He has served as the General Counsel of the Airport Consultants Council, President of the Aero Club of Washington, and a member of the Aviation Advisory Board of the University of Southern California. A native of Richmond, Mr. Ellett is a graduate of Davidson College and the University of Virginia School of Law, where he served on the Editorial Board of the Virginia Law Review (1975-77).
