Admiral Hinkle is the team leader for Navy programs and a member of the Merger and Aquisition support team. He has expertise in Defense force structure and military strategy options; Navy manpower development and management; military education and training; and congressional advocacy. He has performed several due-diligence projects as a principal member of The SPECTRUM Group due-diligence team for Veritas, The Carlyle Group, and Olympus Capital Holdings, among others. He also has extensive experience with BRAC client communities. Rear Admiral James B. Hinkle culminated a 33-year career with the Navy as the Deputy Chief of Naval Personnel and Commander of the Navy Personnel Command. He served six tours of duty with the Navy Department in Washington, DC including a tour as Director of Programs in the Navy Office of Legislative Affairs. In 1996, he was returned to Washington from a key fleet assignment by the Chief of Naval Operations to direct the Navy efforts in the first Quadrennial Defense Review (QDR). He is a recognized expert on development of human capital for the Navy. Admiral Hinkle graduated with honors from the Naval Postgraduate School with a Masters Degree in Operations Research and has a degree in Mathematics from the University of New Mexico. From 2002-2004, the Admiral held the Admiral Jeremy Boorda Chair of Manpower, Human Resource Management and Leadership at the Naval Postgraduate School in Monterey, California.
