Kelly Maxwell focuses on health care regulatory and policy matters. Ms. Maxwell’s work involves advice and counseling on Medicare reimbursement issues; developing and implementing joint legislative and regulatory initiatives; and working on congressional investigations, False Claims Act matters and compliance issues. She represents a wide range of health care entities, including hospitals, pharmaceutical manufacturers, post acute care providers, major academic medical centers, medical device companies, physicians, trade associations, American Indian clinics, health information technology vendors and quality improvement organizations. Prior to joining Akin Gump, Ms. Maxwell worked for two years as a government relations senior associate at DeBrunner & Associates, where she worked primarily with urban hospitals throughout the country in achieving their policy goals, including appropriations projects and wage index reclassifications, before Congress, the administration and state gubernatorial offices. While at DeBrunner, Ms. Maxwell also served as federal legislative director for the National Association of Urban Hospitals, where she helped create and implement its legislative agenda. Agenda items included adequate reimbursement for Medicare and Medicaid disproportionate share (DSH) payments, bad debt and indirect medical education (IME). Before entering the private sector, Ms. Maxwell worked for five years as special assistant and legislative director to Philadelphia-area Rep. Robert A. Borski (D-PA). As special assistant, she handled all of the congressman’s committee work on the House Transportation Infrastructure Committee, including his activities on the Highways & Transit, Water Resources and the Environment, and Railroad Subcommittees. As legislative director, she acted as the whip liaison for Pennsylvania Democrats and handled legislative issues key to the congressman’s district, including health care, Medicare, Social Security and the federal budget. Ms. Maxwell received her B.A. from George Mason University in 1998 and her J.D. in 2005 from the Catholic University of America, Columbus School of Law, where she was a member of, and published in, CommLaw Conspectus. She is a member of the District of Columbia Bar and the American Health Lawyers Association.
