Rick Hegg focuses on federal government and legislative affairs before Congress and the Administration, with particular emphasis on surface transportation, merchant marine, energy, appropriations, finance, security, health care and business development. Mr. Hegg has assisted clients in connection with several recent legislative enactments, including the Transportation, Treasury, Housing and Urban Development, the Judiciary, the District of Columbia, and Independent Agencies Appropriations Act of 2006, the Energy Policy Act of 2005, the American Jobs Creation Act of 2004, the Transportation Tax Equity and Fairness Act of 2003, the Pharmaceutical Market Access Act of 2003, the Medicare Reform Act of 2003, the Prescription Drug and Medicare Improvement Act of 2003 and the National Energy Security Act of 2001. Most recently, Mr. Hegg helped to garner support from Members of Congress to appropriate funds for the Maritime Security Program’s new 60-ship program at $156 million for FY’06. Mr. Hegg obtained the support of 31 of the Members who committed to the program, which was fully funded.
