Judy Sullivan provides policy implementation on federal, legislative, and regulatory issues. Her background includes expertise in tax, appropriations and energy issues for energy, environmental and housing related clients and organizations. Ms. Sullivan has more than 20 years of experience providing strategy for public policy development and implementation of initiatives to energy and housing clients and associations. She has particular expertise in developing strategic coalition building, including developing grassroots initiatives and leading direct congressional, executive, and regulatory advocacy initiatives. She is currently helping to build a major coalition for the telecommunications industry. Most recently, she served as a Government Relations Consultant to an energy cooperative in New York City from 1999 to 2005. As Director of Government Relations for the National Association of Housing Cooperatives from 1988 to 2000, and for the National Grocers Association from 2000 to 2001, Ms. Sullivan researched and drafted legislative and regulatory policy issues. In these positions, she developed action plans for legislative and regulatory policy positions, and established and coordinated successful grass roots initiatives. She also communicated association policy positions to Members of Congress, the executive and regulatory branches of government, coalitions, and the media through conferences, workshops, and direct representation.
