Howard Berman, Esq., serves in Dutko Worldwide’s Washington DC office, splitting his time between Washington, southern California, and Sacramento. At Dutko, Howard assists clients with federal, state and local environmental regulatory issues as well as advocating on their behalf before Congress. Howard specializes in regulatory and legislative issues relating to climate change – at the state as well as the federal level. Howard has extensive experience relating to “cap-and-trade” issues in existing programs and provides strategic advice in the developing carbon trading arena. Howard came to Dutko with over 20 years experience before federal, state and local environmental agencies. Prior to joining Dutko, Mr. Berman was President of Environmental Mediation, Inc. a California-based environmental advocacy firm where he led clients efforts before federal, state and local agencies, with a special focus on California environmental advocacy. From 1985 to 1992, Mr. Berman served in the United States Environmental Protection Agency, finishing his tenure as the number two attorney in EPA’s criminal enforcement program. While at EPA, Mr. Berman dealt with all aspects of environmental regulation. Upon leaving the government, Howard advised businesses on environmental issues ranging from Superfund to merger and acquisition due diligence. Subsequently, Mr. Berman was Senior Vice President of the Jefferson Group, a Washington, D.C. based government affairs firm, where he focused on environmental regulatory and legislative advocacy on behalf of various corporations. As Senior Vice President and Environmental Counsel at Kessler & Associates, a small government affairs firm, Mr. Berman directed federal and state environmental legislative, regulatory and political advocacy for numerous corporations. He began his legal career as a prosecutor with the Queens County (New York City) District Attorney’s Office.
