As part of a diversified economic consulting practice, Dr. David Raboy specializes in commercial and trade policy, international tax issues such as transfer pricing, and international financial matters. He also assists clients on antitrust issues, mergers and acquisitions, and strategic and business planning in both domestic and international markets. Dr. Raboy enhances the firm’s economic consulting practice by creating profit enhancing opportunities for clients, particularly in the margins of international trade negotiations. In an international matter involving the European Union, Dr. Raboy helped influence multi- and bi-lateral negotiations regarding a food commodity; analyzed and identified a resulting unique profit opportunity for a U.S. client; worked to create an advantageous implementation of the international agreement through WTO dispute resolution and monitoring of EU implementing regulations; and participated in commercial and strategic planning to allow the client to maximize the value of the opportunity. Dr. Raboy has assisted clients on several planned mergers, including providing commercial and antitrust advice. He has also conducted several transfer pricing studies for multinational clients, both in the tax and customs valuation areas. Dr. Raboy is the author of many professional journal articles and books concerning trade, tax and antitrust issues. He has also testified before many congressional committees on these topics. Prior to joining the firm, Dr. Raboy was the legislative director to Senator William V. Roth (R-DE). Earlier in his career, he was the executive director of the Institute for Research on the Economics of Taxation and Associate Director of Tax Analysis at the National Association of Manufacturers.
