Pete Rose is one of the leading defense and appropriations consultants in Washington. Prior to entering the private sector and founding The Franklin Partnership, Mr. Rose worked on Capitol Hill for nearly ten years, most recently serving as the Legislative Director for retired Rep. Pete Geren (D-TX), now Acting Secretary of the Army. While on Capitol Hill, Mr. Rose worked for members of Congress from the Texas, New York, and Maine delegations. During this time he developed considerable expertise in the budgetary and appropriations process, with an emphasis on defense weapons systems, base closure, health care, tax, pension, benefits and transportation issues. On behalf of his clients, Mr. Rose works closely with members of the Appropriations, Armed Services, and Transportation committees. Working with members of Congress, Mr. Rose continues to succeed in securing federal funding for his clients, whether $5 million for transportation upgrades or $200 million for the U.S. Army Medevac program. Mr. Rose, on behalf of Rep. Geren, conceived of and oversaw a four year-long strategy to re-open Carswell Air Force Base (AFB) in Fort Worth, Texas which was closed by the Base Realignment and Closure Commission (BRAC) as a Strategic Air Command (SAC) base in 1991. In this role, Mr. Rose helped Rep. Geren prevail upon the Secretary of Defense and the BRAC in 1993, thereby establishing the first and only joint reserve base in the United States - Naval Air Station Joint Reserve Base, Carswell Field. Not only did this represent the first and only time that a major military base was closed and subsequently re-opened, but Mr. Rose also directed the successful community-based defense of NAS JRB when added for consideration of closure by the BRAC in 1995. In 2006, Mr. Rose and The Franklin Partnership successfully represented the City of Fort Worth, TX in securing a resolution to the long disputed Wright Amendment over aviation law. The congressionally brokered deal was declared a clear victory for citizens, the flying public, airlines and airports in the region. Throughout his career, Mr. Rose has also worked on several Congressional and two Presidential Campaigns.
