Ambassador Hugo Paemen advises European, U.S., and other companies concerning their dealings with European institutions. Hugo also provides counsel on a wide variety of trade and investment matters involving the European Union and the United States. He divides his time between our firm’s Washington, D.C. and Brussels, Belgium offices. Prior to joining Hogan & Hartson, Hugo served from 1995 to 1999 as head of the European Commission’s Washington Delegation. From 1987 until 1995 he served as the European Commission’s Deputy Director-General for External Relations, where he served as the European community’s chief negotiator during the entire length of the Uruguay Round. From 1985 to 1987 he served as the official spokesman of the first Delors Commission, and from 1978 to 1985 he served as chef de cabinet of Commissioner Viscount Davignon. A career diplomat, Hugo held positions in the Belgian Embassies in Geneva, Paris, and Washington, D.C. where he served as economic minister from 1974 to 1978. Hugo is currently an adjunct professor at the BMW Center for German and European Studies of the Edmund A. Walsh School of Foreign Service at Georgetown University. He also lectured on European policy and integration problems at the College of Europe in Natolin, Poland and at the Catholic University of Leuven in Belgium. Hugo wrote From the GATT to the WTO: The European Community in the Uruguay Round, and has contributed to several books and articles relating to current diplomatic and trade issues.
