From 2004-2007, McMillan served as counsel for business affairs and strategic outreach to Sen. Majority Leader Harry Reid. Immediately prior to joining the firm, he led the legal affairs and public policy efforts of One Economy Corporation as its first-ever vice president and general counsel. During his time with Sen. Reid, McMillan was responsible for developing and implementing a comprehensive outreach strategy to the business community on behalf of the leader and the entire Democratic Caucus. In this role, he organized and led policy working groups on many legislative issues before the Senate, including terrorism risk insurance, health IT, transportation and bankruptcy reform. In addition to his outreach duties, McMillan also served as a principal floor aide to the leader, where he monitored the daily proceedings and legislative activities on the Senate floor. At One Economy, McMillan oversaw the legal and operational functions of a global technology organization with offices and programs in 42 states, South Africa, Jordan, Canada and Turkey. He also advocated the company’s public policy agenda at the federal, state and local governmental levels, and he authored One Economy’s policy blueprint, A National Blueprint for Technology and the Public Good. A native of Wilmington, Del., McMillan received his J.D. in 2004 from the University of Pennsylvania Law School, where he served as chairperson of the Penn Law Moot Court Board and senior editor of the Journal of International Economic Law. He received his B.A. in 2001, magna cum laude, in political science from Howard University. McMillan is a frequent speaker on the topics of technology, public policy and religion. He is admitted to practice in Pennsylvania.
