Dionne Flowers has served as Alderman since 1999, representing the 2nd Ward. She is a native St. Louisan, and a graduate of Rosary High School. Flowers has attended the University of Nevada-Las Vegas and the University of Missouri-Columbia and is a licensed barber. For the past several years she has worked with her father, Eddie, in their family-owned hair-care firm, Golden Shears, in nearby Veronica Park. Dionne is married to Eric Baker. Though she won the 2015 Aldermanic election by a margin of about 30 points, Flowers won the Democratic primary by only 4 votes, with a total of 891 votes cast. Flowers is the chair of St. Louis City's Health and Human Services Committee. She sponsored bill BB5 (underwent its first reading in 2014, has not been introduced since), which is attempting to repeal a redevelopment plan for Lookaway Drive. She also co-sponsored a bill (along with 17 other Aldermen) introduced by Lyda Krewson in 2016, which introduced a program for monitoring the prescribing and dispensing of controlled substances.
