David Boyer serves as a Principal and the Head of the Health & Lifesciences Practice at BGR Group. He leads the firm’s direct advocacy, policy and strategy development, and strategic consulting services to BGR’s health and lifesciences clients. His primary policy areas of expertise focus primarily on FDA and other public health issues impacting the lifesciences industries. Immediately prior to joining BGR, Dave spent two years as Senior Director, Federal Affairs, for the Pharmaceutical Research and Manufacturers of America (PhRMA). In this position, he lobbied U.S. Senate Republicans on issues impacting the biopharmaceutical industry. He also led PhRMA’s Congressional education and advocacy strategy for the reauthorization of the Prescription Drug User Fee Act, and other issues related to the Food and Drug Administration (FDA). Before joining PhRMA, Dave served as Special Assistant to the President for Legislative Affairs under President George W. Bush. In this capacity, he served as primary liaison between the White House and the U.S. Senate on health care, agriculture, education, budget, small business and labor issues. Dave’s government experience also includes serving as Assistant Commissioner for Legislation at FDA, where he led the Agency’s engagement with Congress. Prior to FDA, Dave held positions at the U.S. Department of Health and Human Services, both in the Office of the Assistant Secretary for Legislation, and as Special Assistant to then-Secretary Tommy Thompson. Additionally, Dave has served as the lead House Republican health care lobbyist for the Biotechnology Industry Organization (BIO) and as Political Director for then-Rep. Richard Burr’s Senate campaign in 2004. A graduate of Georgetown University, Dave currently resides in Arlington, Va., with his wife Jennifer.
