Edwin Allen, Senior Counsel, has a broad range of experience in federal health issues, particularly coverage and payment in the Medicare and Medicaid programs, and the regulation of drugs and medical devices by the Food and Drug Administration. He served as in-house counsel for an inner-city hospital in Washington, DC in the early 1980s and later as counsel to the Republican members of the House Energy and Commerce Committee, advising them on Medicaid payment, vaccine compensation, drug and medical device regulation, and a variety of other issues. Since leaving Congress he has served as vice president and general counsel for the Health Industry Manufacturers Association (now AdvaMed) and represented numerous health care providers and associations on payment and regulatory issues. Mr. Allen holds a BA in history from the University of California at Riverside, a JD from Stanford Law School, and an MS in health services administration from Stanford Medical School.
