Mike Hoak is legislative director for Capitol Counsel LLC. Mr. Hoak draws on his eight years of health policy experience and his diverse background in academia to provide clients with research and analyses of legislative and regulatory issues, Medicare reimbursement, and congressional procedure. Mr. Hoak gives clients the information they need to develop effective advocacy campaigns and has prepared detailed side-by-side documents widely disseminated throughout the health care policy field. Mr. Hoak has also advised clients on Medicare and Medicaid drug reimbursement issues, coverage solutions for the uninsured at the state and federal level, and Medicare coverage for medical devices. His work has included sophisticated analyses of Medicare and Medicaid drug pricing metrics and Medicare coding and coverage policies. Mr. Hoak was actively involved in successful lobbying efforts to exclude prompt pay discounts to wholesalers from the Average Manufacturer Price. Prior to joining Capitol Counsel, Mr. Hoak was a colleague of Denise Henry Morrisey and Sara Franko at Strategic Health Solutions in Washington, D.C. Prior to working at Strategic Health Solutions, Mr. Hoak served as director of research for Legislative Strategies Group, LLC in Washington, D.C. His work at LSG included counseling and advising clients on a wide array of issues including health care, tax, international trade, and intellectual property. Mr. Hoak graduated summa cum laude with a Master’s Degree in History from the College of William and Mary and magna cum laude with a Bachelor’s Degree in History and Political Science from James Madison University.
