As a senior member of the firm’s Public Affairs team, Mr. Cline advises executive teams, boards of directors and senior decision-makers on public policy issues that pose opportunities and challenges to their organizations' enterprise values. Mr. Cline focuses primarily on serving clients in the fields of transportation, financial services and energy. Over his nearly twenty-five years of experience in the transportation field, he has developed an expertise in federal transportation programs, legislative policy and strategy. During the past twenty years, John has represented some of the largest public transportation systems in the nation, as well as numerous private transportation investors and operators. Mr. Cline is a founding partner of C2 GROUP, a highly regarded bipartisan government relations and lobbying firm, which was acquired by FTI Consulting in 2013. Prior to founding C2 GROUP, Mr. Cline worked as a Consultant, directing the public transportation practice at Mercer Management Consulting Inc. He later served as the Director of Commuter Rail at the Massachusetts Bay Transportation Authority (MBTA) where he was responsible for the daily operations of the commuter rail service for the Boston metropolitan area. Before joining Mercer, Mr. Cline served in the White House as a Special Assistant for Intergovernmental Affairs under President George H.W. Bush, where he was the President’s liaison with Governors and all statewide elected officials working closely on matters concerning defense restructuring, welfare and health care reform and transportation. Prior to his service in the White House, Mr. Cline was Director of the Office of Congressional Affairs for the US Department of Transportation (DOT), where he played a key role in the enactment of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and completion of the National Transportation Policy. Mr. Cline entered public service in 1989 upon his selection by President Bush as Associate Administrator for the Federal Transit Administration at DOT. Mr. Cline completed his undergraduate and graduate studies in business, with an emphasis in labor relations, at Northern Illinois University.
