Jim Noone has more than 35 years of broad-based experience in Washington, including journalism, public affairs, law and government relations. He has substantial experience in defense and government procurement issues. He began his career as a reporter and editor for the Scranton Tribune. Subsequently, he was a copy editor at The Washington Post and staff correspondent for the Washington news magazine National Journal. He then served with the U.S. Information Agency in Washington and as a foreign service information officer in Brazil. Mr. Noone later joined ITT Corporation as manager of government relations in the company's Washington office. In 1988 he became a principal in the Washington law/government relations firm of Karalekas & Noone (K&N). He represented clients before the Legislative and Executive branches of government on defense, international, and other issues. He also practiced government procurement law, including litigation of contract disputes before the Armed Services Board of Contract Appeals. In 2004, K&N merged with the government relations firm The Washington Group (TWG), which later became part of Mercury/Clark & Weinstock. At TWG, he headed the firm’s defense, homeland security and federal business development practice. For more than 20 years Mr. Noone has represented public and private sector clients on defense and aerospace issues. This has included representation of companies on policy, legislative and federal procurement matters. He has also represented numerous states and communities on base closure and other military installation issues. He is a graduate of the University of Scranton, the American University School of International Service (MA), and the American University Law School (JD). He served on active duty in the U.S. Navy, including duty in Vietnam with Navy ground forces. He subsequently served in the Navy Reserve, retiring as a captain in 2001. His military awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, and the Vietnam Service Medal. Mr. Noone is a member of the American Bar Association, Bar Association of the District of Columbia, National Press Club, Military Officers Association of America, Reserve Officers Association and the American Legion. He serves on the Board of the Naval Historical Foundation and is past president and Board member of the U.S. Navy Public Affairs Alumni Association
