Tracy Arnold is a Managing Director of Mercury in California. Ms. Arnold is a natural problem solver, and provides her clients with strategic counsel on subjects from State of California policy and regulations, to international acquisitions and economic development. She has experience working on statewide initiative campaigns. Prior to joining Mercury, she worked in the Office of Governor Arnold Schwarzenegger as the Director of Jobs and Economic Growth. In this capacity, she developed the Governor’s public positions on economic policy and legislation and briefed the Governor on subjects including state economic development, international agreements and relations, infrastructure, clean transportation, and public private partnerships. She was also a member of the Governor’s Recovery Task Force to implement the American Recovery and Reinvestment Act. Prior to that, Ms. Arnold was Deputy Executive Director of the California Commission for Jobs and Economic Growth, where she worked with the Governor’s office, foreign governments, U.S. State and Commerce Departments and the business community to increase business, tourism, and direct investment to benefit California’s economic growth. She also served as a core member of Governor Schwarzenegger’s trade mission teams, advising the Governor, his staff and the business delegations on international policy with Japan, China, Mexico and Canada. Ms. Arnold has also worked as a consultant, advising corporations and government officials on doing business with China. Ms. Arnold received her bachelor’s degree from Western Washington University. She has studied at Nanjing University in Nanjing, China, and Fudan University in Shanghai, China, and is fluent in Mandarin Chinese.
