Scott assists our higher education clients in federal affairs as Senior Vice President of Federal Affairs-Higher Education. Scott is a veteran government affairs specialist in Washington, D.C., and has most recently worked as Federal Relations Director for American Education Services/Pennsylvania Higher Education Assistance Agency. Scott is AES/PHEAA’s principal representative in Washington, D.C., where he serves as a liaison to the Congress, the U.S. Department of Education and other federal agencies, and to various interest groups in Washington. Scott is a former Director of Government Relations for Sallie Mae, where he worked for 12 years and represented Sallie Mae before the Congress on a number of issues, including those related to the federal budget process, the Higher Education Act and Sallie Mae’s privatization legislation. Early in his career, Scott spent nearly a decade in various aspects of research on student financial assistance policies, programs and operations. He authored more than 25 publications during that time on and about student financial assistance while working for national higher education associations and a Congressional commission. Scott has been a consultant to several organizations of public and private colleges and universities and is a regular panelist and speaker at numerous conferences and seminars. He has been selected five times as a community representative to the U.S. Department of Education’s Negotiated Rulemaking Teams.
