Rick Holley is a Booz Allen Hamilton Vice President based out of the Dayton, Ohio office, where he leads the firm’s work for Air Force clients, with a focus on aircraft systems acquisition and scientific research and development. He is recognized for his expertise in: Strategic and tactical communications systems and services Operational evaluations and assessments Requirements development Mr. Holley and his staff provide acquisition management, systems engineering, technical studies and analysis, and research and development support for Air Force aircraft and systems acquisition programs. In addition, Mr. Holley was part of an effort to expand the firm’s ISO 9001:2000 Quality Management System certification to various airborne systems projects. Prior to relocating to Dayton in 2003, Mr. Holley was based at the firm’s McLean and Falls Church, Virginia offices supporting the Defense Information Systems Agency (DISA), the Federal Emergency Management Agency (FEMA), and the Air Force’s Air Mobility Command (AMC). He is a member of the Armed Forces Communications and Electronics Association, the Airlift/Tanker Association and the Special Air Missions “SAMFOX” Association. Before joining Booz Allen, Mr. Holley served as a member of the US Air Force. Assigned to the Presidential Aircrew as the Chief of Communications, he provided and managed communications services for the President and staff traveling aboard Air Force One. He has a B.S. in management from the University of Maryland.
