Arnold E. Bell joined the FBI in January of 1988 and was assigned to the Los Angeles field office. During his 12 year tenure in LA, his investigative experience includes broad-based knowledge and experience in most facets of criminal investigation, with particular emphasis on fugitives, bank robberies, financial institution fraud, intellectual property rights, public corruption, Asian organized crime and international kidnapping matters, amount others. He received the FBI Director’s Award for Special Achievement for his role as Case Agent in a successfully resolved international kidnapping matter involving the Peoples Republic of China. He was selected to be a member of United Flight 93 investigative team. He has served as Unit Chief of the Innocent Images Unit. Under his direction the FBI’s efforts to address the online sexual exploitation of children were enhanced by the acquisition of additional resources, an increased FBI undercover presence in areas of the Internet most likely to house persons interested in sexual abuse of children, and the significant interaction with the FBI’s international partners. He is the chief architect of the Innocent Images International Task Force with current membership from over 50 countries and Europol. He was named Assistant Section Chief of the Cyber Crime Section, Cyber Division, having oversight of Innocent Images Unit, Cyber Education and Development Unit, Internet Crime Complaint Center, Cyber Initiatives Resource Fusion Unit, and the “Commissioners Award” from the Queensland Police Services, Queensland Australia, for his role in leading a major multinational child exploitation investigation. In April 2010, he was assigned to the Domestic Security Alliance Council as its Deputy Program Director and subsequently named Program Director. He has served in the United States Army in a Medivac Unit and a member of the Army Criminal Investigation Division. He has testified before Congress, traveled as a member of First Lady Laura Bush’s delegation to France, has appeared in numerous television and radio program. He holds a BA from Saint Leo College in Florida.
