Robert D. Bulman joined the firm as a Managing Director in September 2012 when his firm, Capitol Public Strategies (CPS), was acquired by Park Strategies. As a partner in CPS, Mr. Bulman co-led the local government practice; provided guidance on communications and issue advocacy campaigns; and assisted in client business development activities. Prior to his three year tenure at CPS, Mr. Bulman served as Senior Vice-President at GVH Development, a multifaceted land and building developer specializing in commercial, retail and residential development and construction. Immediately preceding that, he was Director of Business Development for the New York Region for CHA, a top 100 engineering firm. From 1986 to 2006, Mr. Bulman served the State of New York with distinction in a myriad of capacities. His last post was Deputy Secretary to the Governor for Appointments and Intergovernmental Affairs, which he vacated upon the retirement of Governor George E. Pataki. He had returned to the Governor’s Executive Staff after serving in various positions in the Pataki Administration. These included: First Deputy Secretary of State, Director of the Governor’s Office for Small Cities and President of the Housing Trust Fund, Special Advisor to the Office of Homeland Security, and Director of the New York State Canal Corporation. Mr. Bulman first joined the Executive Chamber in 1995 as Deputy Press Secretary to the Governor, after serving in the same capacity on the 1994 Pataki for Governor Campaign. In 1996, the Governor tapped Mr. Bulman to serve as Director of State and Local Government Relations, where he was the Administration’s liaison to New York’s local governments and elected officials. In January of 1998 Bulman was named Director of Legislative Affairs. In this capacity he was the Governor’s point person in dealing with the Legislature. He took a leave from this position to serve as Political Director on the Governor’s successful 1998 re-election campaign. In 1999, Mr. Bulman was named Assistant Secretary to the Governor, where he oversaw all legislative and intergovernmental activities for the Governor. Prior to joining the Governor, Mr. Bulman was a Senior Media Relations and Incumbency Coordinator on the Central Staff of then Assembly Republican Leader, C.D. “Rapp” Rappleyea. A native of Lancaster, NY, Mr. Bulman also served an as aide to the Erie County Legislature and as a congressional intern to the late Jack Kemp, U.S. Representative. Mr. Bulman has served on various boards, including the Buffalo State College Council and Bethlehem, NY Area YMCA Board of Managers. Mr. Bulman is a graduate of SUNY College at Buffalo and pursued graduate studies in Communications at University of Albany. He resides in Slingerlands (Albany County) with his wife Regina and daughters Mallory Rose and Hailey Regina.
