Jobs Plus

Jobs-Plus is a proven, place-based employment program designed to increase the earnings and employment of working-age residents in designated public housing developments or a cluster of developments. Where implemented well, Jobs-Plus resulted in a 16 percent increase in average annual earnings for working-age public housing residents. Jobs-Plus Approach The Jobs-Plus program uses a three-pronged approach, which includes: Employment-Related Services Client enrollment, assessment, orientation Job readiness, job search assistance and training Job development, placement and retention/advancement support Referrals for social supports Financial Incentives that “Make Work Pay” Increasing awareness and enrollment in the Earned Income Disallowance (EID) program Receipt of income supports Increasing child support services Provision of one-on-one financial counseling services Community Support for Work The strengthening of social ties among residents and community stakeholders to support residents’ job preparation and work efforts Jobs-Plus Expansion The City of New York has invested over $24 million to expand the Jobs-Plus program to 9 sites across 26 NYCHA developments citywide. This expansion is designed to secure job placements for more than 4,400 NYCHA residents and is a significant component of the City’s Young Men’s Initiative. Additionally, in 2016 NYCHA was awarded its first HUD grant for the Jobs Plus Initiative Program. This funding is allowing the City to expand Jobs Plus to 10 sites serving 27 developments as of April 2017. The Jobs-Plus expansion represents a significant collaborative effort among several New York City agencies, with HRA as the lead agency. Partners include the New York City Housing Authority (NYCHA), the Center for Economic Opportunity (CEO), the Department of Consumer Affairs Office of Financial Empowerment (OFE) and the Department of Small Business Services (SBS).
