Bradford Higgins is Managing Partner of SOSventures, LLC, a privately-funded, venture capital firm with a primary investment focus on environmental and energy. Mr. Higgins also serves as President and Chairman of the Board of JumpStart International, a humanitarian aid organization that has conducted extensive efforts in Iraq and Gaza. Mr. Higgins served as Assistant Secretary of State for Resource Management & Chief Financial Officer to the US Department of State from 2006–2009 where he oversaw the Department’s $30+ billion budget along with its strategic and performance planning efforts. Previously, he served in Iraq as Director of Strategic Planning & Assessments for the US Mission in Baghdad, Chief of Planning at the Iraq Reconstruction Management Office, Baghdad, and Chief Financial Officer, Coalition Provisional Authority, Baghdad. He also led two National Security Council assessment teams to Iraq that resulted in a number of corrective action plans to the US-funded reconstruction program. Mr. Higgins spent over twenty years on Wall Street, primarily as a public finance investment banker at Goldman Sachs and CS First Boston where he served as the senior banker/adviser to many of the largest and most challenging assignments in the US public sector, developing extensive experience turning around problem projects. Mr. Higgins started his career as an associate at the law firm of Simpson Thacher & Bartlett. He received both his AB and JD from Columbia University.
