Catharine Cyr Ransom

Catharine Cyr Ransom is a Managing Director at The Glover Park Group in the Government Affairs Practice. She has over 18 years of experience in the energy, environment, climate, defense, and agriculture policy fields, gathered during a distinguished career in the Senate, the executive branch, and the private sector. Prior to joining The Glover Park Group, Ransom served as Senior Climate and Environmental Advisor for Senator Max Baucus (D-MT). Her return to the Senate was preceded by her work in the private sector, where she was a Principal at The Accord Group, advising clients on environmental, energy, infrastructure and water policy. Ransom is a Hill veteran, having served for close to a decade on the staffs of the Senate Environment and Public Works (EPW) Committee and Senator Bob Graham (D-FL.) While on the Committee, she specialized in water, Army Corps of Engineers, and homeland security issues, including the response to Hurricane Katrina. Before joining the Committee, Ransom served as Senior Policy Advisor for Senator Graham, managing the environment, energy and agriculture legislative portfolios. She led the successful effort to enact the Comprehensive Everglades Restoration Plan in 2000. Ransom began her professional career with the Navy, working for the Chief of Naval Operations’ environmental program where she managed the development of the Navy’s climate change policy, its program to phase – out ozone-depleting substances, and the adoption of ISO/14001 and environmental management systems. Ransom also worked in logistics management at the Naval Air Systems Command in multiple capacities, including as a financial manager for the AH-1W Marine Corps helicopter program. She graduated Phi Beta Kappa from Penn State University with a bachelor’s degree in economics and received her master’s degree in Engineering Management, Environment and Energy from George Washington University.
