Notes Appointed by President George H.W. Bush, Douglas served under Secretary of State James Baker III from 1989 to 1993. He began his government service with the Central Intelligence Agency in 1956 as an Economic Intelligence Officer. During his 31-year career at the CIA, his assignments included, Deputy Director of the Office of Current Intelligence, Chief of the Publications and Presentations Group, Director of the Office of Current Operations, and Inspector in the Office of the Inspector General. From 1982 to 1987 Douglas was detailed to the Treasury Department as a Special Assistant for National Security.
