| Notes | Sam Hill devoted much attention to advocating construction of modern roads in Washington and Oregon.[33] In September 1899 Hill created the Washington State Good Roads Association[34] which persuaded the Washington State Legislature to create the Washington State Department of Transportation in 1905.[35] He also advocated the use of convict labor to build roads. |
