They will also provide input on aid architecture, outcomes-based aid, and the role of MDBs in education financing. Centre for Lebanese Studies Centre for Lebanese Studies Lebanon Centre for Lebanese Studies will contribute a study on the future prospects of Syrian refugee children who have dropped out of Lebanese public schools, highlighting best to reduce dropout rates, reintegrate out-of-school refugees, and position Syrian students for success after graduation. Education International Education International Belgium Education International will contribute examples of positive collaborations between teacher unions and governments in Mali, Uganda, Gambia, and Chile, as well as provide recommendations for how to use these collaborations to develop more effective budget allocation and implementation systems. Forum for African Women Educationalists Forum for African Women Educationalists Kenya Forum for African Women Educationalists will contribute recommendations for supporting family and community contributions to the education workforce pertaining to gender equity in Africa, focusing in Kenya, Burkina Faso, Malawi, and Zambia. FHI 360 Education Policy Data Center FHI 360 Education Policy Data Center USA FHI 360 Education Policy Data Center will contribute an analysis of the distribution of education resources, including both household and government expenditures, at the sub-national level in Ethiopia, Malawi, and Uganda. Malawi Institute of Management Malawi Institute of Management Malawi Malawi Institute of Management will contribute a case study focused on accelerating progress in the education sector in Malawi through a balance between quantity and quality of education, with particular focus on political economy of education reforms and financing pathways. Overseas Development Institute Overseas Development Institute UK Overseas Development Institute is taking a critical look at the current and potential use of concessional and non-concessional finance mechanisms to finance education systems, and is looking at ways to increase domestic resource mobilization. They will also contribute case studies of fossil fuel subsidy reform where increasing support for education has been an objective. Pardee Center - University of Denver Pardee Center - University of Denver USA Pardee Center – University of Denver will contribute global projections that highlight the implications of, and levers necessary for, reaching universal secondary education in low and lower-middle-income countries by 2030 (SDG 4). Research for Equitable Access and Learning Centre, University of Cambridge Research for Equitable Access and Learning Centre, University of Cambridge UK Research for Equitable Access and Learning Centre – University of Cambridge will contribute fresh insights on the patterns and sources of learning inequalities, and on improving equitable distribution of domestic financing, with a focus on both access and learning outcomes for disadvantaged children. They are also looking into the costs of interventions for children in emergencies. Results for Development Results for Development USA Results for Development will contribute a series of concrete, action-oriented options to improve the provision of learning and teaching materials. They will also provide recommendations for increasing Early Childhood financing, including through a mapping of existing financing and regulatory aspects of ECD policy. Lastly, they will contribute a scan of innovative finance mechanisms for education, and then a detailed action plan for advancing a set of innovative mechanisms to the pilot stage. Right to Education Right to Education UK Right to Education studies the reforms needed to deliver effective education in a mixed system model at basic education. To do this, Right to Education is analysing the case of Chile and Pakistan. SEEK Development SEEK Development Germany SEEK Development, Germany, will contribute analysis on the economic returns of education investments from a health perspective. They will also contribute an evaluation of the range of sources of education finance and the global education finance architecture. Social Finance Social Finance UK Social Finance will contribute a detailed plan for the structure, management and launch of an Education Outcomes Fund. Teach For All Teach For All Global Teach for All will contribute case studies and a literature review that focus on the impact of putting leadership at the core of education planning, and on how systems develop and support leaders to maximize their individual and collective impacts for students. UNESCO UNESCO France UNESCO’s International Institute for Educational Planning (IIEP) will look at the data revolution in relation to education quality, equality of opportunity, and education financing. The IIEP will also explore the modalities of decentralized education financing systems and the effects of financing decentralization on efficiency. Lastly, they will review competition-based funding mechanisms that leverage ICT for learning and spur innovation in education. UNESCO Institute for Statistics (UIS) UNESCO Institute for Statistics (UIS) Canada The UIS has been mandated to develop new indicators and frameworks to monitor the Sustainable Development Goals (SDGs) that are part of UNESCO’s mandate, especially SDG 4. The UIS gives special attention to measuring learning outcomes, equity and the financing of education worldwide. The Institute works with the Education Commission on the global lead indicator. University of the Witwatersrand University of the Witwatersrand South Africa University of the Witwatersrand will contribute an analysis of the challenges in post-school education in Sub-Saharan Africa, focusing on South Africa, Kenya, Mozambique, and Zambia.
