Gary co-founded Phoenix Planning & Evaluation in 1990 to provide consulting services to government and industry in the area of electronic commerce, smart cards, and electronic benefits transfer (EBT). Phoenix was the Principal consultant to the Federal EBT Task Force and led the design and implementation of the current nationwide EBT infrastructure. They provided electronic commerce consulting services to the federal government, over 30 states, several associations and other public and private sector organizations. Phoenix was acquired by MAXIMUS in August 1998. |
