Notes Avril D. Haines Principal Former Deputy National Security Advisor to the President and Former Deputy Director of the CIA Avril Haines most recently served as the Principal Deputy National Security Advisor to President Obama. Just prior to that appointment, she was the Deputy Director of the Central Intelligence Agency, and before that she served as the Legal Adviser to the National Security Council and as Deputy Counsel to the President for National Security Affairs at the White House. Before moving to the White House, Avril was the head of the Treaty Office at the Department of State, having previously served at State as an attorney adviser in areas such as the law of war, treaty law, and private international law. Avril also worked for the U.S. Senate Committee on Foreign Relations as Deputy Chief Counsel for the Majority under then-Chairman Biden during the 110th Congress and was a legal officer at The Hague Conference on Private International Law. She is published in private international law and international humanitarian law. Avril received a bachelor’s degree in Physics from the University of Chicago, founded and ran a bookstore cafe for five years while engaged in community service in Baltimore, and then went to law school at Georgetown University Law Center, where she received her degree. After law school, Avril clerked for Judge Danny Boggs on the U.S. Court of Appeals for the Sixth Circuit.
