Notes Gary L. Perlin Chairman of the Board Gary L. Perlin, the retired chief financial officer of Capital One Financial Corporation, is the non-executive chairman of Abt Associates’ Board of Directors. Perlin has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011. Prior to Capital One, Perlin served as CFO of the World Bank, where he helped to ensure the institution’s financial strength and ability to support member countries during multiple emerging markets crises. He also served for 11 years in various senior finance positions, including eight years as senior vice president of finance and treasurer at the Federal National Mortgage Association (Fannie Mae). A principal focus of each role has been to facilitate socially valuable investment that also generates competitive returns, which is necessary to the promotion of sustainable and broad-based growth.
