On January 13, 2015, just three months before it was due, de Blasio first deputy mayor Anthony Shorris sent a letter to the then-president of the Economic Development Corporation requiring the city-run entity “choose HR&A on a sole source basis” to help the mayor’s sustainability office develop OneNYC, de Blasio’s statutorily mandated update to former Bloomberg’s sustainability and resiliency plan.
Further, Shorris asked EDC to hire HR&A “with the understanding that HR&A will subcontract with McKinsey on a sole source basis as needed.” |
